This quote means that you knowing that you did your best but still failed are better than cheating and winning. For example, you have to pass your final in order to pass your class, but you did not have time to study. What would you do? Cheating will get you nowhere. Yes you will pass the class but you won’t know anything and nothing good will come out of it.
